| Implementation of Fuel Surcharge |

Due to the increasing cost of crude oil and related fuel expenses, it is with regret that Sagawa Express announces the implementation of a fuel surcharge from September 21st, 2005 to be applied on all shipments.
To date the rise in fuel costs has not been passed been onto clients and has been absorbed by Sagawa Express as part of our operating overheads. With crude oil prices have remained at a high level for a significant period, and showing no indication of falling in the immediate future, in order to maintain our current levels of service we must now pass some of these expenses on to our clients.
Initially, the fuel surcharge will be set at 10% of the transportation cost, although this will increase or decrease depending on the future direction of the crude oil price. We hope that you can understand and appreciate the reasons behind the implementation of the fuel surcharge.
